Iraq City Stabilization Initiative pays 1 Billion. I'm totally going for it.

Oh, man...I'm so going to send my ideas to bring peace to an Iraqi city. It would be sweet to get that billion dollars! I'm pretty good at Excel so I'm real sure I could inflate the bill to 3 billion by some creative accounting and cost over-runs like all those other guys do.

Bringing about stability shouldn't be too hard. I mean, Iraqi cities normally consist of what...6 or 7 adobe-brick houses at the most? Piece of cake.
